I use similar technique, but remove paint while still wet (wouldn't
sanding block mess up chrome?). Mount emblem on a small carboard box
so you'll have something to hold other than emblem itself. I prime
with Dap Galv-A-Grip first -- only product I've ever found that'll
stick to galvanized metal, also works great on chrome. While wet, rub
faces clean with low pile cloth barely moist with paint thinner (you
don't want thinner dripping from cloth into painted nooks & crannies).
Repeat with flat black top coat (plain old Rustoleum works for me).
Flat looks 10,000 times better than gloss. Added benefit -- all that
rubbing with paint thinner does excellent job of restoring luster to
chrome.
