Scraped Bumper

I accidentally bumped a concrete retaining wall and scraped my rear bumper
a few weeks ago. It isn't deep, and only in the black rubber portion. Just
a few square inches right at the corner of the bumper.

What's the best way to clean this up? Sand it down with ever finer
sandpaper, then buff it? Or somthing else?
