The low beam lights have dual filaments, so it will come on when you 
switch on the highbeams. So you just need a new headlight.

The switch though, you do know that if you pull it twords you, it will 
not "click" in, like most cars, right? That is only a temporary 
"flash to pass", or in my case, tell that other driver to turn his 
off. To keep the high beams on, you need to push the lever away from 
you. Then it stays there untill you pull it back.
