[DML] Dim/wiper switch and Fuel Pump Question

Hello list,
When you install a new dim/wiper switch I noticed that on the switch metal 
panel itself it says "Do NOT remove two screws". These words are "punched" 
into the metal plate.

Just curious - what screws are you suppose not to remove??????? Screws on 
the dim/wiper switch or screws in the steering wheel assy?

Another tech question:
When the fuel pump makes heavy noise (intermittent) sounds like "grrrrr" 
when driving the DeLorean. Is that a sign of a bad fuel pump? So I guess it 
will have to be replaced right?
