Jon,

A picture would be very helpful but from your description it doesn't appear
to be a factory install or upgrade.
Reference the parts manual "Steering Column 5/2/1" for details on the OEM
set up.

I can take a picture of this interesting finding if anyone wants to see it.

I will attempt to repair this properly to bring it back to original specs.
Any help on what should be there is appreciated. Thanks guys.
