Yikes!
don't drill holes. Just use double-sided automotive
tape to hold the lights and antenna up to the bottom
of the louvre.
My lights are so mounted to an L-bracket and then to
the louvre for about 2 years now.
I tried epoxy first, then the tape. Very happy.
