Sounds like you need to spend some quality time with 
your electrical system.  The behaviour you describe
is often explained by weak electrical contacts.  
Clean up every relay blade and socket.  Clean spade
terminals, ground points, connectors, anything 
you can get your hands on.  Even light corrosion 
can cause enough resistance in a circuit to prevent
it from operating properly.
