hi rust in metal is somthing that should be easily got rid of,IF YOU 
UNDERSTAND IT.
imagine you have a flat piece of bare steel and you sand blast it 
(which is the best method to give your water proof coat a good key 
to prevent the rust}you then spray it with a zinc primer{the next 
best thing to galvanising d.i.y}but after youv sprayed the metal 
with the zinc primer you have left a thin patch in the middle or 
where ever,then you just goe ahead and coat the now zinc primed 
metal with the best coating you can find on the market eventuly the 
patch under neath that had a thin layer of ZINC primer aplied will 
rust around 5 times quicker than if you aplied a cheap coat of 
normal primer without zinc.The reason for this is because of the way 
the electrons move in the steel a zinc coating actuly changes it, 
this is why it works so well when aplied correctly, evenly on a 
panel all the way round,but aplied badly you actully make things so 
much worse.

so check to see if the delorean frame had a zinc coating at the 
factory

if not dont use any thing with zinc in it the best primer to use 
here is ETCH PRIMER.

if it does you HAVE to apply a zinc primer first, if you dont your 
recently repaired section will just eventuly rust again in wet and 
especaily salty roads.

if you have actual rot in the steel you need to cut it out if its 
just surface the best and easyest way to rid it is defanatly to spot 
blast it,it removes everything and returns it to the original 
sandblasted texture from the delorean factory for the best key.

A wire wheel on a drill or angle grinder is a NO NO IT COOKS THE 
RUST LEAVING YOU WITH BLACK PITTED RUST this is dormant rust that 
will eventuly come back garanteed its also difficult to SEE

AFTER ALL THIS USE A GOOD QUALITY TOP COAT OF ANY COLOUR YOU WANT.if 
you are going to use your d in wet salty conditions then apply a wax 
coating underneath,they normally have rust preventatives in too.
